The consulate route means booking an in-person appointment at a Spanish consulate covering your country of residence, submitting a paper file, and waiting for a decision that is not bound by the same 20-day rule. Real-world consulate timelines vary enormously — 4 weeks in some cities, 3–6 months in others.
The visa you receive is a one-year "residence-visa" that lets you enter Spain; you then complete registration and get the TIE card in Spain. Total elapsed time from first appointment to TIE in hand is commonly 3–5 months.

UGE is almost always the faster and more flexible option if you can enter Spain visa-free and have your document set ready. It is particularly attractive to applicants with time-sensitive work, applicants moving with children on a school calendar, and applicants who value the 3-year initial permit.
The consulate route makes sense if you cannot enter Spain visa-free (many South and Central Asian, African and some Middle Eastern nationalities), if you need to sell property or wind down affairs at home first, or if you specifically want to receive a physical visa in your passport before departure.
